Cosase Orders Bank of Uganda to Withdraw Privileges From- Justine Bagyenda

The parliamentary committee probing the controversial closure of seven commercial banks has today directed bank of Uganda to withdraw privileges from Justine Bagyenda the former executive director supervision, including the Vehicle, Bodyguard, Driver and other security officers she had continued possessing since she was sacked in February last year. Members today questioned BoU on Bagyenda’s car.

The parliamentary committee of commissions statutory authorities and state enterprises has as today continued to press on the wall the former executive director supervision of Bank of Uganda Justine Bagyenda on why she still enjoys privileges of the office she left in February last year.

The committee wondered why Bagyenda  still drives a central bank Land Cruiser Reg. No UAR 382Y, by a BoU driver and a bodyguard paid by the central bank plus other security officers.


Lawmakers opposed the treatment claiming it’s illegal and a nugatory for central bank to continue wasting tax payers money on retired employees and advised Bagyenda to go to police and get security instead of suffocating the central bank. At the start of the probe the same matter was brought to the attention of the governor Emanuel T. Mutebile who  told the committee that they decided to maintain Bagyenda’s security and transport after she complained of a witch hunt case.

The Executive director  of administration at BoU Jan Tibamwenda then told the committee that though the Bagyenda’s security was to expire at the end of last year, the central bank board evaluated her security concerns and decided to extend it to June of 2019. He added that her vehicle was withdrawn but she is always allocated with a vehicle to pick her from home when she is required to appear before COSASE only for that purpose

The vice chairperson of the committee Anita Among who chaired today’s session  then ruled that bank of Uganda withdraws Bagyenda’s privileges with  immediate effect. And the amount of money that has been spent on her since first January this year be summed up and recovered from the officer who approved Bagyenda to continue getting benefits

After the committee Bagyenda who was escorted by her bodyguard shyly walked to the same Land Cruiser Prado in question and  exited parliament.


In February last year the Bank of Uganda Governor Emanuel T Mutebile fired Bagyenda from the position of Executive Director in charge of Supervision and replaced him with Tumumbweine Twinemanzi after she had served in the bank for 35 years and four months  but till then, the embattled banker has maintained BoU car, bodyguard Juliet Adikoret, driver, and other security officers .
